Private-Pay Nonmedical Services
Iowa does not list a stand-alone DIAL home care license for every private-pay companion or homemaker agency. Define tasks and confirm whether they involve nursing, another regulated service, or payer-specific requirements.
Business registration, employment, insurance, screening, documentation, safety, contracts, and professional scope remain important.
Medicaid HCBS & Attendant Care
Iowa Medicaid HCBS is a service-specific enrollment pathway. Agencies must meet each service’s qualifications and complete the applicable provider documents and screening.
Managed-care credentialing may follow enrollment. A Medicaid provider approval is not a general private-pay home care license.
Home Health Agency (HHA)
The HHA pathway centers on skilled services, Medicare certification, and DIAL oversight. Iowa Medicaid home health services are furnished by Medicare-certified HHAs.
Medicare certification, Medicaid enrollment, and managed-care contracts remain separate steps.
Hospice
Iowa maintains hospice standards under Chapter 135J. State law also allows a hospice to operate without obtaining the optional state license.
That provision does not remove federal certification, Medicaid, professional licensing, survey, or payer requirements that apply to the selected model.
Facility Staffing
Supplying direct-care personnel to specified healthcare facilities may require annual Health Care Employment Agency registration with DIAL. That registration is different from providing care to your own clients in private homes.
