How to Choose the Right Florida Agency Path

Florida has distinct paths for homemaker and companion services, nurse registries, home health agencies, and hospice. Services and workforce relationships determine the appropriate model.

Homemaker & Companion Services Registration

This AHCA registration covers homemaker and companion tasks such as housekeeping, cooking, errands, and companionship. It does not authorize hands-on personal care or nursing.

An agency planning bathing, dressing, toileting, feeding, or other personal care should evaluate a different pathway.

Nurse Registry

A nurse registry is a licensed referral model. Referred caregivers are independent contractors rather than registry employees.

Florida restricts a registry’s role in monitoring, supervising, managing, or training referred caregivers. The full operating structure must fit the registry model, not simply the owner’s preference for contractors.

Home Health Agency (HHA)

A Florida HHA may provide unskilled services, skilled services, or both. Selected services affect leadership, staffing, supervision, policies, and survey planning.

State licensure does not automatically include Medicare or Medicaid enrollment, accreditation, or payer contracts.

Hospice

Hospice is a separate coordinated end-of-life care model with its own clinical and operational requirements. Florida requires Certificate of Need approval before proceeding with hospice licensure.
