Starting a Non-Medical Home Care Agency
in Florida?

Non-Medical Home Care Licensing & Registration Support

NorthEnd Consulting helps entrepreneurs start Florida non-medical home care agencies. We help distinguish homemaker/companion registration from an unskilled home health agency license, prepare the applicable application materials, and coordinate policies and operational documents through SouthStart within the selected scope.

What will your agency provide?

Homemaker & Companion

Companionship and household support.

For businesses limited to companionship, meal preparation, errands, housekeeping, and related homemaker tasks. This registration does not permit hands-on personal care or nursing.

Discuss your plan

Unskilled Home Health Agency

Hands-on non-medical personal care.

For agencies planning personal care through home health aides or CNAs within the approved unskilled scope. The legal license category is Home Health Agency, even when the business does not provide skilled nursing or therapy.

Discuss your plan

This page focuses on non-medical services. A nurse registry uses a separate referral model; skilled home health and hospice also require different planning. The Florida guide explains those other pathways.

Prepare for your next step

What should you have in place?

You do not need everything completed before reaching out. We help identify what is ready and what remains within your selected scope.

Business & name

Confirm the entity, DBA if needed, ownership, and whether the business name fits the selected registration or license.

Administrator & alternate

For an unskilled HHA, identify qualified agency leadership and prepare evidence of the required professional license or qualifying experience.

Office & service area

Plan the business location, geographic coverage, office systems, operating arrangements, and required supporting records.

Budget & financial documents

Account for application fees, insurance, staffing, startup expenses, and any required CPA-prepared financial documents.

Unskilled HHA administrator qualifications

Who can serve as your administrator?

These requirements apply to the Home Health Agency license used for unskilled personal care. Homemaker/companion registration is a different pathway.

Professional license or qualifying experience • § 400.462(1), F.S.

The administrator must be a direct employee under Florida’s statutory definition and meet either of these qualifications:

  • A physician, physician assistant, or registered nurse licensed to practice in Florida.
  • At least one year of supervisory or administrative experience in home health care, a hospital licensed under Chapter 395, a nursing home licensed under Chapter 400, Part II, or an assisted living facility licensed under Chapter 429, Part I.
Alternate administrator & documentation

Designate a qualified alternate administrator in writing for the administrator’s absence. Administrator and alternate qualifications, availability, employment arrangements, and required screening should be documented for the application and personnel files.
