Private-Pay Nonmedical Services
Define each planned task before assuming a general home care license is needed or that no requirements apply. Medicaid Personal Assistance Agency approval is not a general license for every private-pay home care business.
Business formation, employment practices, insurance, scope-of-practice limits, service agreements, and client and personnel documentation still matter.
Personal Assistance Agency (PAA)
The PAA route is associated with Idaho Medicaid State Plan Personal Care Services and Aged and Disabled Waiver services. A prospective PAA completes the HCBS Provider Toolkit as part of provider enrollment.
Service-specific qualifications, training, background checks, provider agreements, and electronic visit verification may also apply.
Home Health Agency (HHA)
An HHA is a skilled clinical model rather than another name for nonmedical home care. Idaho states that Medicare-certified HHAs no longer require an Idaho state license effective July 1, 2025 and that no new HHA licenses will be issued.
Federal certification, surveys, and separate Medicare or Medicaid enrollment requirements still need to be addressed.
Hospice
Hospice is an interdisciplinary palliative-care model for terminal illness. Federal certification, Medicaid requirements, surveys, and hospice standards may apply. A hospice house has an additional Idaho application and location-specific process.
