Private-Pay Nonmedical Home Care
Michigan does not publish a stand-alone statewide home care agency license for a private-pay business limited to nonclinical home care. Define tasks carefully and address business, employment, insurance, personnel, documentation, and local requirements.
MDHHS Home Help Agency
Home Help is Michigan’s Medicaid personal care program. An agency must obtain the appropriate MDHHS approval before billing at the agency rate.
Business registration, EIN and NPI, SIGMA and MiLogin access, CHAMPS enrollment, required documentation, and electronic visit verification form part of the pathway. Enrollment must be complete before serving Home Help beneficiaries.
Home Health Agency (HHA)
Michigan states that a state HHA license is not required. Federal certification and payer enrollment still apply when the agency intends to participate in Medicare or Medicaid home health.
Medicaid Home Help and the clinical home health benefit are different programs. Do not use approval for one as a substitute for the other.
Hospice Agency or Residence
Hospice agencies and hospice residences require a Michigan license before operation. State licensure must precede approval of Medicare certification.
Federal Survey Planning
Michigan advises agencies to plan certification surveys early because higher-priority survey work may delay initial federal surveys. Evaluate the applicable state survey or deemed-status accreditation route.
The downloadable guide includes Michigan’s non-deemed survey readiness examples. Confirm the current patient census and operational instructions for your specific survey route before declaring readiness.
